Why didn't council put down salt?

On Thursday morning, I had an appointment at Christmas Maltings surgery and, as I am disabled, have the right to park outside on double yellow lines.
Even though I had only a couple of steps to take, I slid and would have been over if not for my husband.

Now surely someone from the council could have gone round with a small truck spreading sand outside such premises, making them safe for people visiting. We pay ever higher council tax bills.

Surely it is not all to cover rising wages and some small bit could be kept aside for such purposes.
